(Freiman Compound)

הָכֵן בַּחוּץ מְלַאכְתֶּךָ, וְעַתְּדָהּ בַּשָּׂדֶה לָךְ; אַחַר, וּבָנִיתָ בֵיתֶךָ

“Prepare thy work without, and make it fit for thyself in the field; and afterwards build thy house.”
Proverbs 24:27

Owning land starts with the location, and with understanding the planning behind it. The Freiman compound in Rishon LeZion, also known as Northern Anam, is a land reserve where residential planning, open space and future transport meet.

TerraVera Group, led by Attorney and Notary Golan Gedalya, invites you to learn about the land interests the group offers in the compound, and the documents and figures relevant to buying them.

A new residential district in planning

The government company Dira LeHaskir lists the plan for the compound as TML 3015, with about 6,500 proposed homes, private land, and Buchman Hoekman Architects as the planning office.

The scale of the plan sets out a vision for a new residential district. Alongside housing, the documents advancing the compound refer to an urban park and to the link between the development areas and the planned stations.

A government designation

In December 2024 the area was designated a preferred housing complex, under Government Decision 2585 of December 19, 2024. The designation covered about 2,041 dunams (504 acres) and an initial scope of about 6,480 homes, a figure explicitly stated to be non-binding: the number set in planning may change.

The designation is a milestone in advancing the planning. It is not a building permit or approval of a detailed plan.

The metro and the land

The planned Herzog and Yosef Burg stations are part of Rishon LeZion's M1 metro route, according to NTA, the metro authority. A future metro connection is central to weighing the location: public transport, access to centers of activity, and the link between the land and the growing city around it.

How close a particular piece of land is to a station is examined against its location and the relevant planning maps. The name “Freiman compound” alone does not indicate any distance from a station, or any allocated building rights.

Homes and green space

Anam stands for metropolitan recreation area. Advancing the compound means working out how buildings, open space, drainage and transport fit together; the advisory team's document describes a large urban park and the need to plan the area's uses as a whole.

For a buyer, that is the chance to see the full picture: the location, the planning track, and the nature of the rights on offer.
